Sydney's Downing Centre court complex is now anticipated to remain closed until at least late 2025, following significant flooding caused by a burst Sydney Water main on 17 June.
The incident, which saw a water main burst under Castlereagh Street, severely impacted the building’s critical electrical infrastructure, including an AusGrid substation that powers the entire facility. The extensive nature of the damage highlights the significant challenges in restoring full operations to the state’s busiest court complex.
A comprehensive inspection by electrical engineers and other experts has revealed that two crucial components – an electrical transformer and a switchboard – were compromised by water and must be replaced. While external agencies have estimated that this replacement process could stretch into late 2025, efforts are reportedly underway to explore options for expediting these vital repairs.
The NSW Department of Communities and Justice (DCJ) confirmed on its website that the Downing Centre remains disconnected from the damaged substation, and there is no definite timeline for power restoration. This ongoing power outage is the primary reason for the prolonged closure, as the building cannot function without this essential utility.
Beyond the immediate repairs, the closure period will also be used to bring forward planned upgrades to the Downing Centre. Upon reopening, these improvements will enhance public spaces and courtrooms, promising a more modern and functional facility.
In a statement published on its website, DCJ said that judicial officers and court staff are working diligently to minimise disruptions to legal proceedings in the interim. Matters previously listed at the Downing Centre have been relocated to alternative venues, including the John Maddison Tower, Central Court, King Street, and Darlinghurst Courts.
Work is also progressing to secure more permanent locations for jury assembly, ensuring the smooth continuation of trials. Heads of Jurisdiction are in close collaboration with DCJ to facilitate ongoing access to justice for all affected parties.
DCJ has indicated it will continue to provide updates as more information becomes available regarding the repair timeline and the Downing Centre’s reopening.
